The United States Naval Academy (USNA)
Frank Lowery
| CAPT Commander Submarine Group 2
Montville High School's Blue and Gold Officer
e-mail: frank.lowery@navy.mil | 860-694-2888

The United States Naval Academy (USNA) Dean of Admissions recently
appointed me as Montville High School's new Blue and Gold Officer.

The Blue and Gold program is a volunteer program that benefits high
school students, the Naval Academy, our Navy and our nation. As a Blue and
Gold Officer I help potential candidates gather the information they need in
order to decide if they want to pursue an appointment to the Naval Academy.
I also interview potential nominees after they begin the USNA application process.

A 1982 graduate of the Naval Academy, I am an active duty naval
officer stationed at the Submarine Base in Groton, CT. During my
senior year in high school I did not have access to a Blue and Gold Officer;
however, looking back on my experience, I wish I had. Knowing what I know
now, access to a Blue and Gold Officer could have answered a lot of my
questions during the USNA application process. This aspect of my Navy
adventure motivated me to volunteer as a Blue and Gold Officer.

As a Blue & Gold Officer:

1) I can provide accurate answers to any question about USNA;
2) I can conduct short presentations about USNA for interested groups
including Parent Teacher Organizations, Guidance Counselors, Teacher Groups
and College Fairs;
3) I can meet with interested students and their parents to provide
information about USNA;
4) I work with all of the school's guidance counselors to help them
understand the type of student who would be successful at USNA;
5) I can connect parents of high school students with parents of
current midshipmen to interact directly and resolve questions;

You may have students who would be well suited for the challenges
the Naval Academy offers. I am ready and willing to help your students and
guidance counselors resolve any questions they might have about the Naval
Academy.

The Hierarchy of Educational Assistance
Educational Assistance Program
Military Officers Association of America

How does someone pay for a college education? Many people face this challenge today, as the costs of a college education continue to rise. This page outlines avenues available to help MOAA members facing this challenge.

For openers, the Student Loan Marketing Association (“Sallie Mae”) offers an excellent seminar for both high school students and their parents. Called “Paying for College,” it explains most of the intricacies involved in searching for financial aid, and is offered nationwide. Look for details on Sallie Mae’s website, www.salliemae.com. Sallie Mae underscores two key points - start early, and beware of scams.

The Department of Education’s website - www.ed.gov/finaid.html - also contains a wealth of information, including techniques for avoiding scams.

There are three main types of financial aid.

Grants and Scholarships

Grants and scholarships - such as the MOAA Base/Post Scholarship and Grant Program - are free money. Online searches are the best way to quickly locate the many grants and scholarships available these days. Sallie Mae’s website is excellent, and other good ones include www.cashe.com, www.wiredscholar.com, www.fastweb.com, and www.csfa.org.

Loans

Loans account for more than half of all financial aid. For more than half a century, for example, MOAA has offered interest-free loans for undergraduate studies.

Government-subsidized loans are also available. The first step is to download the Free Application for Federal Student Aid (FAFSA) from www.fafsa.ed.gov ,or fill it out online. There are several types of government-subsidized loans:

Stafford loans are the most common. They are available to both graduate and undergraduate students, and are either subsidized (need-based) or unsubsidized (for those who don’t qualify for the subsidized version). Interest rates are currently 3.42%.

Federal Perkins loans are federally funded, bear a low interest rate, and are awarded by colleges and universities based on need. Perkins loans currently carry an interest rate of about 5%.

The Federal PLUS loan (Parent Loan for Undergraduate Students) is a federally funded, low-interest loan for creditworthy parents of undergraduate, dependent children. The current interest rate on PLUS loans is 4.22%.
Other Options

A member still in need of financial assistance should investigate secured loans (obtained through banks or credit unions) and home-equity loans. Home-equity loans currently carry interest rates of about 4.9%. Check the internet or your local bank for more information.

The interest rates on these loans are slightly better than on unsecured loans – which is the next option.

The last option – to be considered only after all other avenues have been exhausted – is credit cards. These loans carry interest rates of 12.9% or more.

Work-Study

One other avenue to explore is work-study programs, which account for about 2% of all financial aid. Part-time jobs, either on campus or related to a student’s academic pursuits, can help fill the gaps.

Conclusion

There are many avenues available for financial aid. The daunting challenge of funding a college education can be met, largely through good planning and careful research. The Scholarship Fund’s interest-free loan program and grants can help as well.
